So while Worldwide does not have all the facilities and resources associated with a research institution or university, it can acquire such facilities or institutions on an ad hoc basis in order to accomplish specific research or service functions.

The three functions of a typical university are teaching, research, and service. In theory, there is a synergistic advantage in having these three functions working together. That is teaching, for example, is enhanced by current research. Service is similiarly enhanced when carried out in terms of current research and effective teaching.

A research institute is normally seen as a adjunct to a university. This is particularily true when the focus is on a virtual university. The virtual university has its focus almost entirely on activities related to teaching. The virtual research institute can be a positive influence since its focus is on research and service and not on teaching activities. The university and research institute can be powerful influences for good when working together.

The research institute can identify needed areas of research so solve specific problems. It can also identify the required expertise and find the personnel that can do the job most advantageously while monitoring faculty and student research and coordinating efforts among various institutions.
